Making an appropriation to the affordable housing fund
The affordable housing fund, which is administered by NH Housing, finances construction of affordable rental housing. Senate Bill 15 will allocate $10 million directly from surplus and $5 per year from the Real Estate Transfer Tax revenues.

Establishing the housing appeals boardThe Housing Appeals Board is an alternative to superior court for appeals of local decisions on housing and housing development. Appeals will be heard by an independent 3-member board appointed by the Supreme Court and having expertise in land use law and housing development. This year’s bill differs from last year’s version (SB 557) because it will allow for direct abutter appeals.

Establishing a commission to study barriers to increased density of land development
The commission will include representation from a variety of housing and development stakeholders, as well as conservation and municipal government interests. The purpose of the commission will be to study issues related to density.
